How is this small bar called that is in the middle and bottom of the screen. How can I change the position and the symbols on this bar?

If you are referring to the default install (something like: http://cdn.xfce.org/frontpage/slider-desktop.jpg) then its simply the xfce panel. Right-click that panel, select Panel->Panel Preferences and adjust the settings.
Specifically, you'll want to uncheck "Lock panel" (this will display a handle at the beginning of the panel that you can drag around). You can also adjust any of the other settings on that page to change its location and appearance ("Mode" changes the panel's orientation).
To change the symbols (or Items), look at the Items tab. There you can add, delete and edit the applications/plugins that are shown.

Thank you! I found it. I have installed xfce on Arch Linux in German. It is panel 2 (xfce4-panel 4.10.1). It was locked and now I could move it.
