In Xubuntu 14.04, Light Locker and Power Manager settings are different control panel views, however, there are screensaver settings inside Light Locker's one. Anyway, there's no screensaver options to choose one from, so I deduce it just turns off my monitor.
I'm confused about it. Where should I configure when to turn off my monitor? Does Power Manager settings overrides Light Locker screensaver settings?
For example, the included Parole (media player) includes an option to deactivate screensaver when playing. Would Power Manager settings turn off my monitor anyway?
By the way, what does Monitor power management control inside Energy settings -> General mean?

I agree that its confusing. Light-locker is a screen-saver that also blanks the screen and xfce4-power-manager also blanks the screen (but doesn't lock). Add to this the fact that there were some issues with previous versions of xfce4-power-manager properly managing screen blanking and you run into issues such as one the one you mention with parole (and screen blanking during video playing).
That being said, xfce4-power-manager recently went through a pretty sizeable change/upgrade, and I believe the DPMS issues were dealt with (though I haven't tested this myself).

I've ended in three of those posts. I've read them.
However, it is a really basic task, that should be simple to newcomers.
I hope it (and those posts) will be considered as a design change, to make xfce4 really easy as it is said to be.

I agree, but keep in mind that neither light-locker nor lightdm are xfce applications so it's more a distribution specific issue - also I did the same for my near 70year old mom, but instead of screen locking i enabled hibernate after 16 minutes which works the same way but saves also power
