I found this ... I don't know the xfc4-terminal could do that
You can make your terminal dropdown from the top of the screen just by adding a keyboard shortcut.
Open main Menu > Setting Menu > Detailed Configuration > Keyboard > Application Shortcuts tab.
Click the "+ Add" button. In the Command box enter:
xfce4-terminal --drop-down
and click "OK".
Then in the next window, enter a shortcut.
(I used F12 but you can make it any key or combination of keys you like.)And that is it! Now press your new shortcut and the terminal will dropdown from the top of the screen, even if you have a top panel. Also you will see some buttons along the bottom of the terminal window that will allow you to open the preferences dialog and edit the width, height, opacity, etc. There will also be an icon in the taskbar for other options.

Nice. I didn't know that either, and like it a lot. Turns out that there is a dedicated Xfce document on the feature that is pretty helpful.
MX-23 (based on Debian Stable) with our flagship Xfce 4.18.
