xfce-panel Kiosk

Hello friends,
I'm using xubuntu 14.4, 64bit.
I created a custom xfce4-panel.xml to myself and colors.
And now I would like to block it so that no one change, such as right click on it.
I created the file / etc / xdg / xfce4 / kiosk / kioskrc, with
[xfce4-panel]
CustomizePanel = root

but he did nothing.
Can anyone help me?
