Unavailable keyboad shortcuts when switching layout

Hi everyone,

I recently installed xubuntu 14.04, and upgraded to xfce 4.12.
I use both English and Hebrew layouts on my keyboard, but all of my keyboard shortcuts (eg. ctrl+c for "copy" or in terminal, firefox's new tab ctrl+t, and custom ctrl+alt+g for opening GIMP) work only when I'm on the English layout.

Is there any solution to that problem? I used to have xubuntu 14.04 without the upgrade to xfce 4.12 (before I reinstalled my system), and if I remember correctly, this problem didn't happen in the first place.
