Gentlemen:
I normally have two or more xfce terminals open on each of my two monitors. When I'm in one of them and open an app, say "$ geany", it will open on/in some other terminal on some other desktop, seemingly at random, most of the time. I don't recall that behavior in 4.10, but it's routine in 4.12. It's very annoying, I have to grab geany and drag it to be on top of the terminal from which it was launched. Can that be fixed? Naturally, I'm playing with it as I write this, and everything is well behaved ;-)

Not sure if this is what you mean, but take a look at Settings > Window Manager Tweaks > Focus tab, and try clicking the radio button for "Bring window on current workspace"
MX-23 (based on Debian Stable) with our flagship Xfce 4.18.

I've fiddled with those settings but can't find anything that works. Basically, whenever I open an app, I want it to open in/over the same terminal where I launch it from.

I don't have a second monitor to test with, but how about Settings > Window Manager Tweaks > Placement tab, click to place by default windows under the mouse pointer.

It seems I have to untick "Use startup notification" . Now all is well. It wasn't an issue with 4.10 either way.
