XFCE 4.6.2 and panel lockdown

Hi,

On an Oracle Linux 5 with XFCE 4.6.2 i'm trying to lock the panel so that the user cannot alter it. I've already prevented xfdesktop from starting.
Thing is I set up the panel as i want it : only a custom made xfce4-applications.menu  and the taskbar.

I move all the necessary files for it to /etc/xdg/xfce4/panel folder, then create the file : /etc/xdg/xfce4/kiosk/kioskrc with the following lines in it :

[xfce4-panel]
CustomizePanel=root


After a reboot the panel is at the right place BUT the xfce4-applications.menu is missing. If i comment che CustomizePanel=root line, the menu pops back at the right place.

I really don't gt what is going on here, if someone can help me ?
