I'm an xfce4-notes noob. Sometimes I do something causing my note content to hide, leaving only title-bar visible.
Is there a keyboard shortcut that toggles this state? Or if not, a configuration to prevent it? Tried google. Thanks in advance!

Hello and welcome.
You can assign a keyboard shortcut to the:
xfce4-popup-notes
...executable to get this functionality. It will restore/bring forward the notes window when run.

Thank you ToZ. I also just stumbled on scrolling up/down (with my touchpad) while mouse arrow is on title bar.
But I'll use your solution if I want to use keyboard only.
Letting others know, can also assign keyboard shortcut to 'Shade window' function in Window Manager. Works with some apps, but not notes.
