@cmcanulty, you are going to have to be more specific about your problem - its difficult to determine exactly what it is.
First, to identify the panel plugin that you are referring to, right-click the panel and select Panel>Panel Preferences and go to the "Items" tab. It should be listed there. In all likelihood, it is one of "Clock", "DateTime", or "Orage".

To be honest, I cannot understand exactly what your problem is here. Does it jump months and years on its own? Are you trying to do something and not receiving the expected results?
It might be helpful if you noted the exact steps related to what you are doing, what you are expecting to see, and what is actually happening. Screenshots might be helpful if its a display issue of some sort.

It says notification area and under that the items are
Youker assistant
xfce power manager
network manager applet
vlc
when I click the arrow to go to the next month or next year it jumps several months and or several years if I right click on the time it says just clock, I don't see a way to attach anything in this forum

Right-click in an empty part of the panel, then select Panel>Panel Preferences and go to the "Items" tab. You should see "Clock" listed there along with Notification Area. But in all likelihood, we are talking about the Clock plugin.

Instead of clicking on the arrows, hover your mouse over the arrow then press the space bar repeatedly. Does the skipping happen if you use the space bar?
Also, try the DateTime plugin and see if that has the same issue.
Does this happen will all of your computers or just one?

I know this is old but I finally got it. Maybe this will help someone else. The space bar did nothing but when I right click the arrows it goes in sequence by year or month.When I left click the arrows it jumps wildly. So solved.
