Application Shortcuts hotkey don't work with window manager hotkey

Okay so for example I have whiskermenu as the Super L but when I hold it down it still opens whiskermenu then though I haven't let go of it but it still know that I'm holding it down because I can use a hotkey like Super + d (this isn't a hardware problem) But if I try to do a keyboard shortcut from the Windows manager keyboard tab it won't work with the Supper L key so for example when I press Super L + P it work since it's from the Application Shortcuts but If I do Super L + 8 (keypad) it won't work but Super R + 8 (keypad) work fine.
I have tried switching xfce4-appfinder as the Super L to see if it was the whiskermenu but it didn't make a difference.

Hello and welcome.

That's because the Super key is considered a modifier and Xfce reacts to key presses, not releases (mostly). The way to work around this is to use xscape and bind left super to another shortcut that opens whiskermenu. That way Super+something else will still work. Okay I got it to work but there is only one problem I sometimes it open the whisker menu like it is supposed to but other times it just unhides my taskbar for a second.

So you have your taskbar set to hide "Always"? If so, does the problem persist if you set it to "Never"?
Which side of the screen is the taskbar on?

Which version of xfce4-panel are you running?

xfce4-panel -V

I forgot to say that even if I set it to never the problem still persist.

Oh wait its working now that strange so never mind about it not working I think its because I restarted my pc or something.

Is everything fine now, or is it still a problem when hide is set to always?

its still set to always (everything works fine) and also where can I find the menu for editing the CTRL + ALT + Del menu options, I can't find it for some reason?

Which options are you looking to enable or disable? https://docs.xfce.org/xfce/xfce4-session/logout makes mention of ShowHibernate and ShowSuspend xfconf keys that an be used to hide those options. More info here.
