I've written some Java programs that I want to place on the Desktop in specific spots. xwfm4 is moving the windows about and I can't figure out how to prevent it. I don't need smart placement for this application, I need the windows where I put them.

I think Settings - Window Manager Tweaks - Placement might be what you need. You can't turn it of but you can increase the minimum size of the windows that are affected.

Toggle "Minimum size of windows to trigger smart placement" to Large (far right), and windows will be placed under the cursor, if it's checked, or at the center of the screen, if it's chosen.

Everybody seems to have missed the point here. I don't want the windows placed by xfwm4, I want to place where I need them to be. So I need to disable smart placement.
Is there any way to disable smart placement?

I reckon, xfwm doesn't work like that. There are only a few window managers that let user decide where to place windows before actually placing them, notably twm, if any others exist. You can replace xfwm with twm though.

We are dead in the water here if we can't get out programs to show up where we want them on the screen.
Can you run Xubuntu without a window manager? I really don't want to have to go back to Windows.
Anybody know about Lubuntu's window manager, can their version of smart placement be overridden?

there isn't anything that cant be done in Openbox:
you can either edit the most options in obconf/obconf-qt or in the xml config
