I installed the hotcorner plugin according to the instructions given, but it isn't showing up in the list of available panel plugins.list.

Everything looks right.
Does opensuse put its other panel plugins and panel desktop files in the same locations?
You can also try this:
1. Quit the panel:
xfce4-panel -q
2. Start it up in debug mode:
PANEL_DEBUG=1 xfce4-panel
3. Go to the "Add Items" screen and look at the terminal output. If xfce4-panel can't find the library or something is wrong with it, it will display a message? For example, I deleted the libhotcorner.so file, ran the above commands and got:
xfce4-panel(module-factory): reading /usr/share/xfce4/panel/plugins
(xfce4-panel:18234): xfce4-panel-CRITICAL **: Plugin hotcorner: There was no module found at "/usr/lib/xfce4/panel-plugins/libhotcorner.so"

I got this
(xfce4-panel:4920): xfce4-panel-CRITICAL **: Plugin hotcorner: There was no module found at "/usr/lib64/xfce4/panel-plugins/libhotcorner.so"
And, it's right. The module isn't there
I'm going to try CPing the plugin from its original place and see what happens
