Where is the setting for this?

Debian Stretch

Where is that "switch" to have full icon name (like Arch) on Debian desktop? I am missing that ....

It depends on your GTK theme: http://docs.xfce.org/xfce/xfdesktop/advanced

because you forgot to set XfdesktopIconView::ellipsize-icon-labels to 0.

~/.gtkrc-2.0 is only the current users configuration, on arch the setting comes from somewhere else (eg /etc/xdg/gtkrc-2.0 or /usr/share/theme/<theme>/gtkrc-2.0)

That did it, but it seems, that making those fine adjustments under XFCE ist quite difficult.

Looks better now, but how to get the icon text aligned/wrapped as in Arch?

    XfdesktopIconView::cell-spacing = 6
    XfdesktopIconView::cell-padding = 6
    XfdesktopIconView::cell-text-width-proportion = 2.5

NO EFFECT, strange ... XFCE 4.12

Could it be, that the "XfdesktopIconView::ellipsize-icon-labels = 0" command is interfering with

"XfdesktopIconView::cell-spacing = 1
XfdesktopIconView::cell-padding = 1
XfdesktopIconView::cell-text-width-proportion = 2.1"
