That actually means when xfce (specifically xfce4-session) terminates. It will terminate when you logout, shutdown, or reboot.

xfce amazes constantly. The screenshooter is so feature rich, yet tiny. Brilliant!
Anyway, i have two windows open, Chrome and Gmail-as-app window. They should be restored if i click "Restart" from action menu, right?
Here are my settings
I cleared all old sessions.
On restart, i wasn't offered the session-picker, and the previous windows weren't restored. There are no saved sessions in the Saved Sessions window.

Only if they support linux session management. See https://forum.xfce.org/viewtopic.php?id=16488.

I believe you need to have more than one saved session listed for the chooser to work. Create 2 of them, then restart and see what happens.
